The Center for Energy and Economic Diversification was designed to house a public/private joint venture program for new technology development. The University of Texas of the Permian Basin envisioned the project as the first phase of a 183 acre research park located on a West Texas highway connecting Midland with Odessa. Program requirements called for a single level multi-use building housing public meeting areas, office areas, and research laboratories with expansion capabilities.
